Emergency Management Planner

Location:    DOE Forrestal Building, Washington, DC

This position is for an Emergency Management Planner for the Department of Energy (DOE) / National Nuclear Security Administration (NNSA) NA-42 Office of Emergency Operations to assist in developing, delivering, maintaining, and tracking status of operational documentation, internal training, exercise participation, policy review, and special projects. These actions primarily consist of developing procedures, drafting documents, reviewing/commenting on policy documents, developing and delivering training, and coordinating and supporting the participation in the Emergency Management Enterprise in real world events and exercises.

Responsibilities:

  • Develop policy to support the DOE/NNSA Emergency Management Enterprise.
  • Develop, draft, and maintain operational documentation (standard operating procedures (SOPs), critical information requirements (CIRs), contingency plans, etc.).
  • Coordinate review and comment of interoffice and interagency policies, directives, and plans.
  • Participate in the Emergency Management Working Group and Exercise Working Group.
  • Provide Operations Policy Development Support to CEOC daily operations, as necessary.
  • Provide Operations Policy Support to the Unified Coordination Group (UCG), General Staff, and Crisis Action Teams (CATs) during real-world events and exercises.
  • Complete special projects and taskings as requested.
  • Must become qualified as an Assistant Coordinating Officer and periodically watch billed on a 24/7 Emergency Recall Roster to support the Nuclear Incident Team and/or Combined Emergency Operations Center, as required.

Required Qualifications:

  • Bachelor’s Degree (desired fields include Emergency Management, Public Administration, Public Safety, or similar) and 2+ years of professional experience in related field in addition to experience requirements below.
  • 2+ years of experience in related Emergency Management, First Responder, Antiterrorism, or Emergency Preparedness fields, preferably with prior experience in planning designing, executing, and evaluating exercises using FEMA HSEEP guidance.
  • Demonstrated writing and editing skills in the creation of documents and procedures.
  • Willingness to work directly with clients in an environment that changes rapidly; must possess a mature approach to the personal interactions between a consultant and the client.
  • Extensive knowledge/experience in:
    • Incident management (NIMS and ICS)
    • Emergency management
    • EOC operations
  • Skilled in articulating complex issues at a level easily understood, in both oral and written form.
  • Must be an independent self-starter with excellent organizational skills and an ability to multitask and be comfortable working with a team of technical experts in varying fields of security and emergency operations disciplines.
  • Extensive experience with the Microsoft Office Suite and SharePoint, including advanced word processing using Microsoft Word, as well as Excel, PowerPoint, and Outlook.
  • Able to sit for extended periods and perform work in an office environment, including extensive use of computers.
  • DOE site access requires the qualified candidate be a U.S. citizen, have a valid Top Secret security clearance and obtain a DOE “Q” security clearance within 30 days of employment. The candidate’s written consent to conduct a background check for the purposes of obtaining a security clearance may be required as a condition of employment.
  • Certain positions requiring a security clearance may require the periodic successful completion of a counterintelligence-scope polygraph examination.
  • Ongoing reviews and tests for the absence of any illegal substances will be conducted as a requirement for ongoing access to DOE sites. The candidate’s written consent to conduct such tests may be required as a condition of employment.
