Insider Threat Subject Matter Expert

Location:      Washington, DC

This position will support the Department of Energy’s (DOE) Office of Corporate Security Strategy, Analysis and Special Operations, and will provide direct subject matter expertise support to the Department’s Insider Threat Program.

Responsibilities:

  • Identify and interpret behaviors associated with national security concerns.
  • Provide individualized consultations to management in regard to behavioral indicators that may impact placement or retention of DOE personnel in high-risk assignments.
  • Conduct presentations and courses that demonstrate strong, recognizable expertise in behavioral dynamics; and enable recipients to recognize, understand, and mitigate national security-related vulnerabilities and threats.
  • Engage in behavioral consulting with DOE elements to ensure insider threat objectives and values are directly considered or factored into decisions affecting major operational activities, including such matters as adjudicating clearances, promoting sound personnel security practices, and insider threats.
  • Participate in the development, delivery, and updating awareness education content in support of various training courses regarding a variety of national security-related behavioral issues.
  • Provide "outreach" support within DOE as well as outside of DOE, including speaking at conferences, assisting in training for adjudicators, and meeting with private sector or other federal agencies relative to the Insider Threat mission.

Required Qualifications:

  • Active Security Clearance
  • College Degree in a related field, from an accredited university, with applicable experience
  • Demonstrated writing and editing skills in the creation of documents, plans, procedures, and proposals
  • Skilled in articulating complex issues at a level easily understood, in both oral and written form
  • Extensive experience with the Microsoft Office Suite, including advanced word processing using Microsoft Word, as well as Excel, PowerPoint, and Outlook
  • DOE site access will require the qualified candidate be a U.S. citizen and possess an active a Q or TS security clearance. The candidate’s written consent to conduct a background check for the purposes of maintaining a security clearance will be required as a condition of employment.
  • Certain positions requiring a security clearance may require the periodic successful completion of a counterintelligence-scope polygraph examination
  • Ongoing reviews and tests for the absence of any illegal substances may be conducted as a requirement for ongoing access to DOE sites. The candidate’s written consent to conduct such tests will be required as a condition of employment.

Desired or Preferred Qualifications:

  • Master's Degree in Psychology or a related field, preferably Forensic Psychology
  • Experience working with an Insider Threat Program or related issues
  • Experience in the DOE Complex
