Performance Assurance Specialist, Department of Energy Office of Secure Transport

Location:      Albuquerque, New Mexico

Responsibilities:

  • Analyze Performance Assurance Program (PAP) needs by evaluating jobs and job tasks as assigned for OST positions.
  • Interview and confer with training managers, Office of Secure Transport (OST) personnel, instructors, and instructional designers; determining task criticality of various jobs and job groups.
  • Design evaluation instruments using a risk-based, graded approach of evaluation development by planning and coordinating design work.
  • Conduct performance tests, including data analysis to verify performance assurance and effectiveness tests, such as Validation Force-on-Force (VFoF) and Limited Scope Performance Tests (LSPT).
  • Provide support for off-site training venues for all aspects of FoF exercises, and LSPTs
  • Prepare background documents and correspondence as necessary.
  • Generate required reports/documents summarizing the results of PAP activities; report data analysis, trending analysis, and a summary of strengths and weaknesses identified during PAP activities.
  • Review materials and execution plans prior to deployment, ensuring only approved execution plans are being employed.
  • Maintain professional and technical knowledge by studying/reviewing all relevant Department of Energy (DOE)/OST laws, regulations, orders, and policies
  • Provide support to and participate as a member of the facility security survey team across the OST complex.
  • Remain flexible, proactive, resourceful, and efficient, with a high level of professionalism.

Required Qualifications:

  • Bachelor’s degree in Instructional Design or related field, plus a minimum of 4 years specialized experience applying the principles, practices, and techniques used in the ISD process.
  • Proficient with the Microsoft Office Suite, including advanced word processing using Word, as well as Excel, PowerPoint, and Outlook.
  • Excellent oral and written communication skills.
  • Excellent organizational skills and the ability to multitask.
  • Ability to travel to locations throughout the continental United States.
  • Ability to complete the DOE training courses of Basic Instructor Training, Curriculum Development, and Basic Survey.
  • Work is also performed outdoors on a range or in support of a training exercise; may be exposed to dust, fumes, loud noises, and the environment.
  • Work involves standing, walking, running, and kneeling for sustained periods and may involve occasional heavy lifting, carrying, pushing, and pulling.
  • Must be a U.S. citizen with the ability to meet the requirements for a DOE Q security clearance. The candidate’s written consent to conduct a background check and pre-employment drug screening for the purposes of such a security clearance will be required as a condition of employment.
  • DOE site access will require the qualified candidate be a U.S. citizen and possess an active Q or TS security clearance. The candidate’s written consent to conduct a background check for the purposes of obtaining a security clearance may be required as a condition of employment
  • Ongoing reviews and tests for the absence of any illegal substances may be conducted as a requirement a for maintaining a security clearance. The candidate’s written consent to conduct such tests will be required as a condition of employment.
  • Certain positions requiring a security clearance may require the periodic successful completion of a counterintelligence-scope polygraph examination.

Desired or Preferred Qualifications:

  • Prior military or law enforcement experience preferred.
  • Knowledge of DOE sites and types of operation.
  • Self-directed, and able to define and achieve goals with little supervision.
