Quality Assurance Specialist (Full-time)

Location:      Germantown, Maryland

Responsibilities:

  • Development of Quality Assurance (QA) programs and procedures.
  • Development of QA-related DOE policies and Directives.
  • Development of schedule and plans for various Client projects.
  • Brief Client Director on overall QA-related activities.
  • Act as a primary liason and coordinator between the Client Director and the other PEC staff working on various QA projects.
  • Provide assistance to the Department of Energy (DOE) sites in the interpretation and implementation of DOE QA requirements.
  • Participate in audits / reviews as requested. (Auditor / Lead Auditor certification is a plus.)
  • Work closely with federal managers in the development and implementation of program that enhances the implementation of Quality Assurance programs and requirements in the DOE Complex.
  • Assist in the establishment and management of the DOE QA Community of the practice to promote best practices.
  • Develop and maintain database of specialists / experts for program support.
  • Research and gather data and produce a variety of summary documents and reports to assess the the strength of the Quality Assurance program implementation and identify areas for improvement.
  • Work closely with stakeholders to ensure all deadlines are met, foresee their needs, and provide solutions.

Required Qualifications:

  • Bachelor of Science in Engineering or other related technical field required, with 5–8 years of experience.
  • Experience in NQA-1 and ISO quality requirements and implementation thereof.
  • Experience in the development, interpretation, and promulgation of Quality Management policies, requirements, and guidance documents for DOE's activities.
  • Experience with leading teams to work on specific projects to deadlines.
  • Knowledge of the DOE missions, sites, facilities, and organizational roles and responsibilities is very important.
  • Working knowledge of and experience with DOE-O-414.1D and associated guides is essential.
  • Experience with supporting QA reviews and audits.
  • Safety Software Quality Assurance experience is a big plus.
  • Experienced in researching issues and collecting data from various databases for the development of summary reports.
  • Demonstrated ability to organize and display complex data in more functional ways.
  • Must possess analytical capabilities.
  • Must be customer-service oriented, experienced in interacting directly with stakeholders, and possess the ability to foresee Client needs and provide solutions and recommendations.
  • Must possess good written, oral, and interpersonal skills.
  • Ability to understand and follow complex directions and instructions.
  • Willingness to work in an environment that changes rapidly.
  • Ability to work in Client environment.
  • Must be a detailed-oriented self-starter and have the ability to work independently.
  • Ability to sit for extended periods and perform work in an office environment, including extensive use of computers.
  • Ability to meet the requirements for a DOE security clearance and Building Access badge. Access will require the qualified candidate be a U.S. citizen. The candidate’s written consent to conduct a background check for the purpose of maintaining a security clearance will be required as a condition of employment.
  • A pre-employment test for the absence of any illegal substances will be required. Ongoing reviews and tests for the absence of illegal substances may also be conducted for continued access to Client sites. The candidate’s written consent to conduct such tests will be required as a condition of employment.

Desired or Preferred Qualifications:

  • Knowledge of DOE sites and types of operations.
  • Knowledge and understanding of Commercial Grade Dedication (CGD).
  • Knowledge and understanding of Suspect and Counterfeit Items (S/CI) prevention.
  • Self-directed, and able to define and achieve goals with little supervision.
