Task Lead

Location:    Washington, DC Department of Energy (DOE) Forrestal Building

This position is for a full-time position located in Washington, DC as a Task Lead supporting the DOE/National Nuclear Security Administration’s (NNSA) Office of Emergency Operations (NA-40) support program. This position will require extensive communication and coordination with a wide range of stakeholders from government, the Emergency Operations Enterprise, and industry. The Task Lead must understand the mission of DOE, NNSA, and specifically the NA-40 office requirements and must possess management proficiency.

Responsibilities:

  • This position would advise the NA-40 front office on technical issues associated with the contract and provide proactive, strategic planning to optimize support that ensures the office is efficient and adaptive in executing its mission.
  • Task Lead must have the ability to apply managerial expertise in executing a variety of Emergency Management programs through demonstrated experience.
  • The Task Lead is responsible for the technical, planning and execution, administrative functions, contracting assistance, presentation support, and management of teams in performing support tasks.
  • Support program reviews, to help ensure programs are meeting their technical and financial objectives.
  • Provide management insight into status and issues concerning the performance of all services provided under the contract.
  • Successfully manage all aspects of qualifying, teaming, and positioning.
  • Manage and maintain an on-call watch bill in order to provide client with subject matter expert support during national emergencies.
  • The position would be expected to coordinate between the emergency operations stakeholders throughout NNSA, DOE, as well as interagency partners, to ensure that these activities are successful and well-integrated with whole of government initiatives.
  • The position would also take on special projects on emergent technical, policy, and programmatic issues as they arise and at the direction of NA-40 leadership.
  • The ability to work independently with substantial degrees of autonomy and responsibility while fully understanding the intent and requirements as directed by NA-40.
  • Ensure NA-40 Associate Administrator & Deputy Under Secretary for Emergency Operations, Deputy, and Directors scheduled activities are managed properly.
  • Ensure taskings from the NA-40 Associate Administrator and Deputy Under Secretary for Emergency Operations and Deputy are completed in a timely manner and are of high quality.

Required Qualifications:

  • Academic degrees required in relevant emergency management disciplines; MBA/MS desired.
  • Applicant must have a strong background and knowledge of DOE Emergency Management programs.
  • Task Lead must have the ability to apply managerial expertise in executing a variety of Emergency Management programs through demonstrated experience.
  • Must be an independent self-starter with excellent organizational skills and an ability to multitask and be comfortable working with a team of technical experts in varying fields of emergency management and emergency operations incident response disciplines.
  • The position will require support outside of normal office hours. Additionally, certification as an emergency response team member may be required with frequent on-call duties.
  • Occasional travel may be required. Travel will be limited and as required for scheduled training and meeting support and limited to economy class airfare and rental car in accordance with Federal Travel Regulations.
  • Able to lift 50 pounds, carry your own luggage, and walk up to a quarter of a mile to work locations.
  • Able to sit for extended periods and perform work in an office environment, including extensive use of computers.
  • Skilled in the use of databases, spreadsheets; comfortable extrapolating information from multiple databases and generating reports on the results. Extensive experience with the Microsoft Office Suite including advanced word processing using Microsoft Word, as well as, Excel, Power Point, and Outlook.
  • Demonstrated writing and editing skills in the creation of documents and procedures.
  • Willingness to work directly with clients in an environment that changes rapidly; must possess a mature approach to the personal interactions between a consultant and the client.
  • DOE site access will require the qualified candidate be a U.S. citizen with a current DOE Q security clearance. The candidate’s written consent to conduct a background check for the purposes of obtaining and maintaining a security clearance will be required as a condition of employment.
  • Certain positions requiring a security clearance may require the periodic successful completion of a counterintelligence-scope polygraph examination.
  • Ongoing reviews and tests for the absence of any illegal substances will be conducted as a requirement for ongoing access to DOE sites. The candidate’s written consent to conduct such tests will be required as a condition of employment.
  • Must meet minimal security training and awareness for (NA-40) personnel.
  • Must be willing to support emergency response operations and incident management with an on-call requirement including after hours, extended shifts and weekends.
  • Parking is not available onsite.

Desired or Preferred Qualifications:

  • Experience in the DOE complex and the NNSA Incident Response.
  • Knowledge and experience with NNSA emergency site management, training, and drills.
  • Extensive experience with one or more DOE national laboratories would be very beneficial, as would experience working with NA-40’s emergency operations mission partners.
