Training Program Specialist

Location:      Washington, DC

Advises Senior Level Federal Program Managers regarding training policy, training program development, and related project execution, identifying and implementing efficiencies and best practices to institutionalize a comprehensive Emergency Management training program. Coordinates activities of training specialist(s) responsible for development of training content and delivery of knowledge, skills, and abilities to Federal and Contract emergency response officials.

Responsibilities:

  • Lead strategic-level program design and evaluation efforts to ensure a cycle of continuous professional improvement.
  • Analyze existing and developing Emergency Management training requirements, resources, and capabilities and advise Senior Leadership on program development priorities and project execution options.
  • Assess existing training procedures and processes, providing short-, mid- and long-term solutions to implement a performance culture.
  • Advance key elements of a viable training program including: task identification and organization, resource identification & application, training objectives & learning outcomes, instructional design, education and training materials, transfer of knowledge skills and ability.
  • Act as liaison to federal, state, and local governmental and private sector training organizations, and institutions of higher education, both private and public.
  • Participate in intra- and inter-departmental Emergency Management Working Groups, developing value-added relationships, building synergies and defining and informing opportunities to improve training outcomes.
  • Facilitate and/or participate in conferences, symposiums and workshops representing the interest of the Office of Emergency Management Programs (NA-42), the Office of Emergency Operations (NA-40) and the Department of Energy.
  • Coordinate training activities within the Department of Energy (DOE), the National Nuclear Security Administration (NNSA), and with other governmental and private entities.
  • Evaluate effectiveness of all training evolutions to identify strength and weaknesses in instructional design and implement corrective actions.
  • Collaborate to develop Emergency Management Personnel Qualification Standard and training requirements.
  • Design, develop, and coordinate training events for personnel that will activate during an emergency event.
  • Develop and deliver After-Action Report Improvement Plans, and track and implement corrective actions designed to ensure Emergency Response Officials obtain, improve, and retain knowledge, skills, and abilities required for mission success.
  • In keeping with Senior Leadership intent, develop and deliver the Training Program Strategic Concept Plan, training program objectives, desired outcomes, and measures of success.
  • Survey and track emergency management training available across the DOE/NNSA complex, as well as those that are Federal, State, and locally available, publishing these opportunities across the Enterprise.
  • Consult the Emergency Management Enterprise, to develop focused training products, and span gaps in product availability.
  • Provide mentorship/real-time assistance during exercise and real-world activations.

Required Qualifications:

  • 10+ years all-hazards emergency operations experience, with specialized knowledge, skills and abilities related to all-hazards emergency operations training.
  • Professional or graduate level training certificates in Organizational Learning, Instructional Design, or Adult Learning with documented experience in Training Program Quality Assurance.
  • Must be an independent self-starter with excellent organizational skills and an ability to multitask and be comfortable working with a team of technical experts in varying fields of security and emergency management disciplines.
  • Extensive experience with the Microsoft Office Suite including advanced word processing using Microsoft Word, as well as Excel, PowerPoint, Outlook, and SharePoint.
  • Able to sit for extended periods and perform work in an office environment, including extensive use of computers.
  • DOE site access will require the qualified candidate be a U.S. citizen with the ability to obtain and maintain a current Department of Defense (DoD) Top Secret (TS) or DOE Q security clearance. The candidate’s written consent to conduct a background check for the purposes of obtaining a security clearance will be required as a condition of employment.
  • Certain positions requiring a security clearance may require the periodic successful completion of a counterintelligence-scope polygraph examination.
  • Pre-employment and ongoing reviews and tests for the absence of any illegal substances will be conducted as a requirement for ongoing access to DOE sites. The candidate’s written consent to conduct such tests will be required as a condition of employment.

Desired or Preferred Qualifications:

  • DOE Q security clearance.
  • Experience in the DOE complex a plus.
  • Prior Project Management experience or certification.
  • Professional certifications in the field of Emergency Management
