Improvements and Lessons Learned Operations Analyst

Location:      Department of Energy (DOE) / National Nuclear Administration (NNSA), Washington, DC

This position is for an Operations Analyst to assist the National Nuclear Security Administration (NNSA) Office of Nuclear Incident Response (NA 84) Operations and Exercises (OPX) Program in the planning and execution of exercises, drills, training and after-action results related to the NA-84 mission. The focus will be on support to the Improvements and Lessons Learned (ILL) section and directly reporting to the ILL team and OPX Federal Lead. In addition, the Analyst will serve as an on-call member of an emergency response team to support emergency operations in the DOE Headquarters building or in support of deployed field assets at remote locations.

Responsibilities:

• Assist with the development, implementation, and maintenance of evaluation planning for exercises and operations and the development of improvement plans.
• Archive Improvement and Lessons Learned documentation including Before Action Reviews, After Action Reports, Improvement Plans, and trend analyses across all NA-84 missions, programs, and assets.
• Develop exercise after actions and improvement plans to support Nuclear Incident Response efforts.
• Produce evaluation documentation (Evaluation Plan and Observation Form)
• Produce after action documents (Quick Look, AAR, Improvement Plan)
• Provide technical and administrative support to a broad range of operations and exercise related policies, meetings, exercises, and responses.
• Track issues and topic areas that cross programmatic boundaries which impact the Operations and Exercise Program. Because OPX interacts with all the NA-80 Counterterrorism and Counter-Proliferation programs, facilitate communication and program related information across the NA-84 mission space. The Analyst must be able to brief and interact at Senior Leader levels and will include direct working relationships with interagency and international partners.
• Coordinate and track multiple plans, policy, and program initiatives.
• Serve on call when required, typically for one week each month, and report to work within two hours of notification. Must be willing to support emergency response operations and incident management with an on-call requirement, including after hours, extended shifts and weekends.

Required Qualifications:

• Minimum Bachelor of Science degree plus five years’ emergency response program experience with an emphasis on radiological and nuclear response policy and expertise preferred. Experience working with the interagency on matters related to radiological and nuclear response recommended.
• Proficient in advanced Microsoft Office applications, including Word, Excel, Outlook, and PowerPoint with ability to apply advanced Microsoft applications to transform draft reports and products into professional, final products.
• Proficient in virtual meeting applications, including WebEx and Microsoft Teams.
• Proficient in Adobe Acrobat and SharePoint.
• Willingness to work directly with clients in an environment that changes rapidly; must possess a mature approach to the personal interactions between a consultant and the client.
• Must be an independent self-starter with excellent organizational skills and can multitask and be comfortable working with a team of technical experts in varying fields of operational and scientific disciplines.
• Ability to track and monitor documents from inception to production.
• Ability to perform in a fast-paced, deadline-oriented work environment.
• Ability to successfully execute many complex tasks simultaneously.
• General knowledge of agency organization and structure.
• Able to sit for extended periods and perform work in an office environment, including extensive use of computers, under sometimes stressful conditions.
• Able to work after hours, extended shifts, and on weekends when required during emergency responses and exercises.
• Domestic travel will be required with potential for international travel. Travel will be best cost to the government and only economy airfare and economy class rental cars will be allowed.
• DOE site access requires the qualified candidate be a U.S. citizen with an ACTIVE DOE Q or Department of Defense (DoD) Top-Secret security clearance with the ability to obtain Specialized Compartmentalize Information (SCI). The candidate’s written consent to conduct a pre-employment background check and test for the absence of any illegal substances will be required as a condition of employment and for the purposes of maintaining the security clearance.
• Able to lift 50 pounds, carry your own luggage, and walk up to a quarter of a mile to work locations.
• Certain positions requiring a security clearance may require the periodic successful completion of a counterintelligence-scope polygraph examination.
• Ongoing reviews and tests for the absence of any illegal substances will be conducted as a requirement for ongoing access to DOE sites. The candidate’s written consent to conduct such tests will be required as a condition of employment.

Desired or Preferred Qualifications:

• Understanding of the USG Nuclear Incident Response Enterprise.
• Understanding of USG Counter WMD and Counterterrorism policy.
• Knowledge of the DOE and NNSA Strategic Mission.
• Understanding of HSEEP and the interagency exercise planning process preferred.
