Jira Specialist

Location:    Full-time remote position

This position is for a Jira Specialist to assist the National Nuclear Security Administration (NNSA) Office of Safety, Infrastructure, and Operations (NA-50). NA-50 is responsible for NNSA safety, infrastructure, nuclear materials transportation, environment and sustainability, and nuclear materials management. The Specialist will support NA-50’s Office of the Chief of Staff with the development and implementation of its Business Management System (BMS), a high-priority new strategic initiative for NA-50.

Continuous improvement is the heart of NA-50's performance culture. The BMS is the overarching term used to encompass continuous improvement principles and tools, such as the plan-do-check-adjust cycle. The goal of the NA-50 BMS is to effectively deliver quality products and services to stakeholders on-time. Atlassian’s Jira project software was selected for the BMS pilot project; however, depending upon the assessment of the pilot, NA-50 may pivot to another software.

The Jira Specialist will work closely with the Deputy Chief of Staff and Business Management Team to gain an understanding of NA-50's Operations and the BMS, and with Product Owners in each of NA-50’s ten sub-offices to implement and improve the BMS. The Specialist will help identify existing processes and systems that align with a plan-do-check-adjust cycle.

The Jira Specialist should have strong data integration skills and be able to understand the data architecture of the BMS and other NA-50 systems such its G2 program management system, and be a creative and adaptable individual who is a strong communicator, shows initiative, brings forth innovative ideas and solutions, and works well in diverse teams.

Responsibilities:

  • Assess NA-50 operations and processes
  • Work with Product Owners to implement and enhance the organization’s BMS
  • Identify existing processes and systems that align with plan-do-check-adjust cycle
  • Support analyses for NA-50 programs and key deliverables
  • Learn the data architecture of the BMS and support the seamless integration of data sources from other NA-50 systems (e.g., G2 program management system)
  • Understand and consider Office of Infrastructure and Facilities Management (NA-52) systems development roadmaps and consider these for BMS work
  • Apply Agile methodologies to data integration projects
  • Conduct data quality reviews
  • Provide Jira administration support to help with managing projects, service desk, and dashboards
  • Responsible for creating and organizing new projects, configuring the layout, design, and workflow of the Jira projects
  • Responsible for performing user and group administration on Jira
  • Responsible for writing complex JQL queries to create filters, reports, and dashboards for the stakeholders
  • Collaborates with stakeholders to gather the requirements of their projects and work on it accordingly
  • Support the development of reports and briefings
  • All other duties as assigned

Required Qualifications:

  • Bachelor’s degree
  • At least 2 years’ related experience
  • Prior experience standing up and implementing business or quality management systems for organizations
  • Strong Atlassian’s Jira skills and experience using Jira in prior positions
  • Strong data integration skills and ability to learn system architectures as they apply to data integration
  • Knowledge and experience with Agile methodologies as applied to data integration projects
  • Excellent attention to detail

  • Adaptable and willing to work in a fast-paced, hard-working environment
  • Ability to obtain and maintain a DOE L or Q security clearance (requires U.S. citizenship)

Preferred Qualifications:

  • Lean-Agile methodology knowledge and experience
  • Statistical analysis skills
  • Prior familiarity with or experience working federal government programs
  • Experience with programs that involve facilities and infrastructure
  • Familiarity with NNSA Managing and Operating (M&O) full model
  • Experience briefing technical subjects to non-technical audiences
