Management Analyst – Human Resources Specialist
Location: Washington DC; Full Time Remote
This position serves as a full-time Management Analyst supporting the National Nuclear Security Administration (NNSA) Office of Infrastructure (NA-90).
NA-90 is responsible for modernizing the infrastructure of the NNSA complex.
This position will serve as a Management Analyst-HR Specialist position supporting NA-90’s Office of the Chief of Staff’s human resource management.
This is an important role within the organization and has high visibility across the executive team. This is a full-time position at the U.S. Department of Energy (DOE) Headquarters with a full-time remote work option.
The Management Analyst-HR Specialist position requires an enthusiastic, dedicated individual with a positive attitude, excellent attention to detail, strong initiative and creativity, and a strong interest in government affairs with prior experience working human resources.
Responsibilities:
- Support the Senior HR manager with management actions related to the staffing program of NA-90.
- The individual selected must be self-directed, results-oriented, and customer-focused; one who displays ethics, integrity, and leadership qualities.
- Through exposure to leadership, project management and business planning activities, the successful candidate will develop a foundation for basic requirements necessary to be successful in a federal government environment.
- Assist with the tracking of strategic hiring and human resource actions Business Management System (Jira).
- Assist with oversight of the Performance Appraisal Management System (PAMS).
- Support management actions on Personnel Action Status Updates, including recruitments, details, reassignments, and realignments, and processing service awards.
- Support upkeep of organization and employee information on Pingboard site.
- Perform data analysis in connection with data calls.
- Develop and support implementation of the onboarding program for new and transfer employees, updating organizational charts.
- Support the NA-90 Excellence Awards Program.
- Lead and support NA-90 organization management actions.
- Define organization innovations and process improvements.
Required Qualifications:
- Experience with human resources supporting congressional or federal government programs.
- College Bachelor of Arts degree with major or specialization in related field such as Management, Business Administration, Political Science, Economics, English, or related Human Resources field.
- Demonstrated ability to ensure reports and deliverables meet expectations and successfully interface with senior DOE/NNSA and contractor managers.
- Demonstrated history of excellent oral and written communications skills, as well as proven ability to meet deadlines and perform under pressure in an uncertain environment.
- Extensive experience with the Microsoft Office Suite including advanced word processing using Microsoft Word, as well as Excel, Power Point and Outlook.
- Able to sit for extended periods and perform work in an office environment, including extensive use of computers, under sometimes stressful conditions.
- NNSA site access will require the qualified candidate be a U.S. citizen and possess the ability to obtain and maintain a security clearance for either a DOE L or Q security clearance. The candidate’s written consent to conduct a pre-employment background check and test for the absence of any illegal substances will be required as a condition of employment and for the purposes of maintaining the security clearance.
- Certain positions requiring security clearance may require the periodic successful completion of a counterintelligence-scope polygraph examination.
- Ongoing reviews and tests for the absence of any illegal substances will be conducted as a requirement for ongoing access to DOE sites. The candidate’s written consent to conduct such tests will be required as a condition of employment.
Desired Qualifications:
- Experience in the DOE complex and knowledge of DOE/NNSA Management and Human Resources.
- Familiarity with NNSA Management and Operations model.
