Program Analyst to assist NA-80

Location:      Washington, DC

The Program Analyst is a Mid-Level position to support the Department of Energy/National Nuclear Security Administration (DOE/NNSA), Office of Counterterrorism and Counterproliferation (NA-80). The work consists of providing policy and program analysis; developing program support documentation, plans, procedures; and may include supporting joint exercises and trainings. The Analyst would take direction from the Senior Advisor and the Executive Director in the Office of Counterterrorism and Counterproliferation. The Senior Advisor and Executive Director will facilitate specific requests from office directors and senior leadership for fulfilling emerging policy and program requirements. In addition, the Analyst will serve as an on-call member of an emergency response team to support emergency operations in the DOE Headquarters building or in support of deployed field assets at remote locations.

Responsibilities:

• Provide analysis, consultation, and facilitation for the Federal client and project team related to counterterrorism and counterproliferation planning, project management, and exercise support.
• Develops, coordinates, and assists in the implementation of program plans.
• Develops, schedules, and assists in the execution of all levels of training and administration of exercises.
• Provides operational and staff support to CBRNE (chemical, biological, radiological, nuclear, and explosive) programs, and disaster preparedness requirements. All other duties as assigned.
• Coordinate and track multiple plans, policy, and program initiatives.
• Serve on call when required, typically for one week each month, and report to work within two hours of notification. Must be willing to support emergency response operations and incident management with an on-call requirement including after-hours extended shifts and weekends.
• May require domestic and infrequent international overnight travel. International travel may be for up to six trips a year.

Required Qualifications:

• Bachelor's Degree (desired fields include National Security, Emergency Management, First Responder, Antiterrorism, Security fields, or equivalent).
• 3-5 years' experience in related National Security, Emergency Management, First Responder, Antiterrorism, or Emergency Preparedness fields with desired prior experience in planning.
• Demonstrated writing and editing skills in the creation of documents and procedures.
• Willingness to work directly with clients in an environment that changes rapidly; must possess a mature approach to the personal interactions with others.
• Skilled in articulating complex issues at a level easily understood, in both oral and written form.
• Must be an independent, self-starter with excellent organizational skills, an ability to multi-task, and comfortable working with a team of technical experts in varying fields of security and emergency operations disciplines.
• Extensive experience with the Microsoft Office Suite and SharePoint including advanced skills in Microsoft Word, Excel, Power Point, and Outlook.
• Experience arranging and coordinating inter-agency meetings and workshops.
• Able to sit for extended periods and perform work in an office environment, including extensive use of computers.
• Able to work after hours, extended shifts, and on weekends when required during emergency responses and exercises. Parking is not available on site.
• Able to lift 50 pounds, carry your own luggage, and walk up to a quarter of a mile to work locations.
• DOE site access requires the qualified candidate be a U.S. citizen, have a valid SECRET security clearance, with ability to obtain a DOE "Q" security clearance. The candidate's written consent to conduct a background check for the purposes of obtaining a security clearance will be required as a condition of employment.
• Certain positions requiring a security clearance may require the periodic successful completion of a counterintelligence-scope polygraph examination.
• Ongoing reviews and tests for the absence of any illegal substances may be conducted as a requirement for ongoing access to DOE sites. The candidate's written consent to conduct such tests will be required as a condition of employment.

• Completion of relevant emergency management course curricula.
