Policy, Plans, Training, and Exercises Planner to assist the Office of Consolidated Emergency Operations Center (NA-44)

Location:    Washington, DC

This position is for a Policy, Plans, Training, and Exercises Planner to assist NA-44 in developing, delivering, maintaining, and tracking status of operational documentation, internal training, exercise participation, policy review, and special projects. These actions primarily consist of developing procedures, drafting documents, reviewing/commenting on policy documents, developing and delivering training, and coordinating and supporting the participation of the Watch Office and Consolidated Emergency Operations Center (CEOC) in real world events and exercises.

Responsibilities:

  • Develop, draft, and maintain operational documentation (standard operating procedures (SOPs), critical information requirements (CIRs), checklists, job aids, etc.) supporting the Watch Office and Unified Coordination Structure General Staff operations in the CEOC.
  • Coordinate NA-44 review and comment of inter-office and inter-agency policies, directives, and plans.
  • Assist in the development and delivery of training for NA-44 personnel supporting the Watch Office and CEOC operations.
  • Serve as a Trusted Agent for coordinating Watch Office and CEOC participation in DOE/NNSA and inter-agency exercises.
  • Complete special projects and taskings as requested by the NA-44 Director or Deputy Director.
  • Represent NA-44 on the Emergency Management Working Group and Exercise Working Group.
  • Provide Operations Support to CEOC daily operations, as necessary.
  • Provide Operations Support to the CEOC during real world events and exercises.
  • Must be willing to become qualified in at least one position on the Unified Coordination Structure General Staff and be watchbilled on a 24/7 recall roster for two-week rotations several times per year.
  • Must be willing to become qualified as a Reserve Watch Officer and potentially assist in filling vacancies in the Watch Office shift schedule, as needed.

Required Qualifications:

  • Demonstrated writing and editing skills in the creation of documents and procedures.
  • Willingness to work directly with clients in an environment that changes rapidly; must possess a mature approach to the personal interactions between a consultant and the client.
  • Skilled in articulating complex issues at a level easily understood, in both oral and written form.
  • Knowledge and demonstrated experience in the areas of:
    • Incident management (NIMS and ICS)
    • Emergency management
    • Emergency Operations Center operations
    • Watch Office operations
  • Must be an independent, self-starter with excellent organizational skills and an ability to multi-task and be comfortable working with a team of technical experts in varying fields of security and emergency operations disciplines.
  • Extensive experience with the Microsoft Office Suite including advanced word processing using Word, as well as, Excel, Power Point and Outlook.
  • Able to sit for extended periods and perform work in an office environment, including extensive use of computers.
  • DOE site access will require the qualified candidate be a U.S. citizen with the ability to obtain a security clearance. The candidate’s written consent to conduct a background check for the purposes of obtaining a security clearance will be required as a condition of employment.
  • Certain positions requiring a security clearance may require the periodic successful completion of a counterintelligence-scope polygraph examination.
  • Ongoing reviews and tests for the absence of any illegal substances will be conducted as a requirement for ongoing access to DOE sites. The candidate’s written consent to conduct such tests will be required as a condition of employment.
  • Must meet minimal security training and awareness for Office of Emergency Operations (NA-40) personnel.
  • Must meet minimal security training and awareness for SCIF personnel.
