Charles (Chuck) Urland is the Senior Director of Deactivation and Decommissioning (D&D) Services. Mr. Urland has been with the Project Enhancement Corporation (PEC) for 22 years; he has 40 years of commercial and Department of Energy (DOE) waste management and environmental engineering experience.
Mr. Urland began his career supporting the cleanup operation at Three Mile Island and is currently a leading expert for the planning and implementation of D&D activities for excess facilities within DOE including the Naval Nuclear Laboratory complex. Mr. Urland has extensive field experience managing projects and supervising work crews. He has conducted walkdowns and assessments of several hundred facilities to understand and evaluate D&D challenges, determine appropriate D&D approaches, and specify stabilization activities. He is experienced in understanding issues associated with necessary surgical separations from facilities that are to remain, identifying possible cost-saving opportunities for material recycle, and addressing utility isolation/re-route needs. Mr. Urland has developed detailed D&D Project Plans, cost estimates, project baseline cost and schedule, facility stabilization end points, and long-range strategic plans. He is the primary author of numerous DOE excess facility walkdown and status reports, and associated Reports to Congress.
Mr. Urland holds a B.S. in Water Resources Engineering Technology from Pennsylvania State University and has completed graduate studies in Environmental Engineering with a minor in Nuclear Engineering at Pennsylvania State University. He currently possesses an active DOE Q security clearance.
