Budget Analyst and Contracts Administrator NA-84

Location:    Albuquerque, NM

This Budget Analyst and Contracts Administrator role, located in Albuquerque, NM is an onsite position within National Nuclear Security Administration’s (NNSA), Office of Nuclear Incident Response(NA-84), Nuclear Emergency Support Team’s (NEST) Standards & Training Program (NSTP). The role serves to provide budgetary, financial analysis, and contractual management duties that ensure all participating NEST organizations have sufficient funding to perform required mission work. Focus is on delivering timely and quality analysis using interagency collaboration to meet scheduled mission training objectives.

Responsibilities:

  • Work as part of a team to develop, analyze, and execute budgets.
  • Understand budgetary issues with programs of record and track multiple issues across programs.
  • Design and develop financial reports and templates.
  • Coordinate the development, collection, consolidation, interpretation, and reporting of cross-organizational monthly cost reports.
  • Perform forecasting, estimating, variance and trend analyses.
  • Track, report, and maintain adequate funding distribution amounts to all participating partners and agencies.
  • Assist in resolving funding shortfalls or allocation problems.
  • Track and record budget authority adjustments and changes.
  • Assist in the preparation and maintenance of a detailed 5-year outyear budget plan.
  • Create funding distribution memorandums on behalf of federal program managers and route for signature and distribution.
  • Administer interagency federal contract agreements from Sponsors to multiple Service Agencies and liaison work to troubleshoot contractual issues.
  • Support Executive Budget Manager tasking as directed.

Required Qualifications:

  • U.S. citizenship needed to obtain and maintain required Department of Energy (DOE) "Q" level security clearance. The candidate’s written consent to conduct a background check for the purposes of maintaining a security clearance will be required as a condition of employment.
  • Demonstrated experience in formulating, justifying, and executing multi-year budgets for a multitude of organizations and programs.
  • Demonstrated advanced knowledge and experience using computer operating systems and general computer applications and software, including several basic software applications such as Microsoft Word, Excel, and PowerPoint.
  • Bachelor's degree from an accredited college or university in accounting, finance or related business field and two (2) years of applicable professional experience.
  • Up to 10% travel.
  • 5+ years of financial analysis or related experience or 2+ years of Department of Defense (DoD), Department of Justice (DOJ) or Federal interagency contracting experience.

Desired Qualifications:

  • Active DOE Q or DoD Top Secret security clearance.
