Training Clients

Over the years, PEC has performed such tasks for the Department of Energy’s (DOE) Office of Environmental Management (EM), Office of Assistant Secretary of Environment, Health, Safety & Security (AU) [formerly the Office of Health, Safety and Security (HSS)] and Offices within AU including the Office of Quality Assurance, the Office of Analysis, the Office of Sustainability Support, and the Office of Nuclear Facility Safety Programs. PEC has also supported safety culture training, management and leadership training, and other training requirements within several other federal agencies including, National Aeronautics and Space Administration (NASA), Occupational Safety and Health Administration (OSHA), Architect of the Capitol (AOC), Department of Homeland Security (DHS) and others. PEC anticipates continuing to support training requirements in the future for DOE and these other agencies.

Office of Sustainability Support Training Support

PEC is tasked to provide support to the Department of Energy’s (DOE) Office of Environment Protection, Sustainability Support, and Corporate Safety Analysis in the Office of Environment, Health, Safety and Security [AU (formerly HSS)]. Specific training tasks include development of training related to public and environmental protection; developing and providing training on state-of-the-art compliance and risk assessment tools to support DOE site operations, cleanup and long term stewardship; and assist in the development of training and conducting workshops for federal and contractor personnel to promote effective quality assurance programs.

As part of this support, PEC assisted the Office of Sustainability in developing and updating the Training Program Plan for the Office. Furthermore, PEC assisted in the implementation of the Program Plan requirements, which included the design and development of the training objectives and the training materials, development of the computer-based training that satisfied various platform requirements, tested the training packages in these platforms, and availed the training complex-wide for DOE HQ and site personnel including federal employees and contractors. PEC used its detailed Training Development Process and Content Development Process, both approved by DOE, to assure efficiency, quality, proper use of subject matter experts (SMEs), and appropriate participation by stakeholders.

PEC supported the development of a suite of Sharable Content Object Reference Model (SCORM) e-learning standard compliant training packages related to sustainable environmental stewardship and environmental compliance requirements focusing on Scope 3 Greenhouse Gas reduction and broad air pollution concerns in coordination with the National Training Center (NTC). All work was performed on time and within budget.

Office of Nuclear Facility Safety Programs Training Support

Training is one service that PEC provides to the Office of Nuclear Facility Safety Programs. PEC updates and delivers two key training packages under the Readiness Review Program. Tasks include:

  • Providing instructors and development of training materials and courses for Operational Readiness Review training courses given at the National Training Center (NTC)in Albuquerque, NM;
  • Assisting in revisions to the training material based on changes to DOE orders; and
  • Assisting in the maintenance of updating of the ORR training material based on lessons learned from ongoing readiness review activities.

PEC assisted and continues to assist the Office in the development of the Program Plan to ensure the Plan effectively meets the mission and training requirements. As part of this effort, PEC is tasked with updating and delivering the Department of Energy (DOE) NTC-sanctioned training packages SAF 290 and SAF 291. PEC provides the necessary subject matter expertise, logistics, and classroom instructors as needed. PEC was also tasked to ensure these packages meet the requirements of DOE Order 425.1D, Verification of Readiness to Start Up or Restart Nuclear Facilities and DOE Standard 3006-2010, Planning and Conducting Readiness Reviews. All work was performed on time and within budget.

Department of Homeland Security Occupational Safety and Health Support

PEC has performed exceptionally for the Department of Homeland Security (DHS) in areas of guidance and training. This support is evidence by the Contractor Performance Assessment Reporting System ratings and comments provided by the DHS client. PEC was tasked to assemble a team of experts that drafted, reviewed, and then completed a Safety and Health (S&H) manual called the Health and Safety Plan for protection of first responders to the detonation of an improvised nuclear device. PEC recruited stakeholders, provided logistics for local and county protective forces focus groups, and facilitated sessions to complete the Manual. PEC also developed safety and health guidelines for DHS employee responses to a biohazard attack. Actions included immediate responses and follow-on responses that employees had to take in the event of such an attack. In the area of protection from radiation hazards, PEC was tasked to develop radiation exposure limits and safety guidelines for DHS employees and other US-based volunteers who were responding to the Fukoshima Nuclear Power Plant incident in Japan. PEC developed guides and rules based on US safety standards and regulations. Secret Service Training was required with occupational health and safety assessments of the U.S. Secret Service Headquarters and field evaluations at their Training Facility in Beltsville, Maryland. PEC focused on the management of their safety and health programs and submitted a written report of our evaluations and observations with the goal of improving occupational safety and health of employees.

Office of Health, Safety & Security Technical and Administrative Support

Since 2008, PEC has been providing outstanding Environment, Health and Safety (ES&H) technical, analytical, and training support to the Department of Energy’s (DOE) Office of Health, Safety and Security (HSS). Support for HSS included specific tasks to support HSS’s mission of ensuring the safety, security, health and environmental protection of the workers, public and environment for 14,000 federal employees and 130,000 contactor employees engaged in highly hazardous and dangerous nuclear operations, nuclear cleanup, and other hazardous activities. With regard to training, PEC uses its DOE-approved Training Development Process and Content Development Process to assure efficiency, quality, and proper use of subject matter experts (SMEs) in support of training. PEC provides instructors and/or SMEs to deliver training; develops the full range of training packages including classroom packages and/or computer-based or web-based training packages; and develops a full range and suite of training materials, curriculum, classroom materials, and handouts developed by our qualified training instructors and/or SMEs. Specific training tasks include development of training related to public and environmental protection; develop and provide training on state-of-the-art compliance and risk assessment tools to support DOE site operations, cleanup and long term stewardship; and assist in the development of training and conducting workshops for federal and contractor personnel to promote effective quality assurance programs.
